Celcom Axiata Berhad, commonly known as Celcom, is the oldest mobile telecommunications provider in Malaysia. Established as STM Cellular Communications in 1988, it was initially owned by Fleet Group and Telekom Malaysia. Over the years, it experienced changes in ownership, with Telekom Malaysia selling its 51% shareholding to the TRI group, controlled by Tajudin Ramli. However, during the 1997 Asian financial crisis, Tajudin Ramli's shareholding in Celcom was seized by Danaharta, the national asset restructuring company, due to unresolved debts. Consequently, a controlling stake in Celcom was sold back to Telekom Malaysia, the incumbent fixed-line operator, in 2003. In 2021, a merger agreement was reached between Axiata, Telenor and Digi to consolidate Celcom and Digi, creating a stronger telecommunications entity in Malaysia. The merger was approved by Celcom and Digi shareholders in November 2022, resulting in the formation of CelcomDigi. Following the merger, Axiata and Telenor hold equal ownership of 33.1% each in the newly merged company. The company commenced operations on 1 December 2022.
