Elisa Eesti is a telecommunications company operating in Estonia, a subsidiary of the Finnish telecommunications company Elisa Oyj. Elisa Oyj was originally founded as Helsingin Puhelin in 1882 and has undergone several name changes since then, becoming Elisa Communications Oyj in 2000 and finally Elisa Oyj in 2003. The Estonian operations began in 1995 when Radiolinja Eesti AS, under the ownership of Elisa, started operating a GSM network in the country. In 2005, Radiolinja Eesti AS and Uninet AS, providing fixed networks, were merged to form what is now known as Elisa Eesti. The ownership of Elisa Eesti is tied to its Finnish parent company, Elisa Oyj, which is listed on Nasdaq Helsinki. In 2005, investment company Novator Partners acquired a 10.4% stake in Elisa through a share swap, but later sold its entire stake to Varma Mutual Pension Insurance Company in 2008.

Elisa commercially launched its 4G LTE service in February 2013 over B3 (1800 MHz) and B7 (2600 MHz). The company began its B20 (800 MHz) rollout immediately following securing of additional LTE spectrum in the August 2013 ETSA auction. By end of 2013 the company had reached 97% population coverage. LTE-A trials began June 2014 but it wasn't until July 2017 when Elisa launched LTE-A, advertising a 225 Mbps service using 2C CA of B3 and B7. A 375 Mbps 3C CA network is reportedly under development.
Elisa Estonia announced the availability of its NB-IoT network to corporate customers in September 2018.
