Kölbi is a state-owned telecommunications company operating in Costa Rica. Established by the Instituto Costarricense de Electricidad (ICE) in 1963, it has since grown to become one of the leading providers of telecommunications services in the country. The company is fully owned by the Costa Rican government, operating under the jurisdiction of the Ministry of Environment, Energy and Telecommunications.
3G Network
The company has provided 2G GSM services over the 1800 MHz band since 2002, and launched 3G UMTS services over the B5 (850 MHz) band in 2009.

4G Network
A first for the country, Kölbi (then ICE) activated 4G LTE services over B7 (2600 MHz) in November 2013. In January 2018 Kölbi announced activation of its LTE-A (4.5G) network over B3 (1800 MHz) and B7 (2600 MHz), offering peak data rates up to 200 Mbps.
