Koryolink is a North Korean wireless telecommunications provider that started operations in 2008, making it the first 3G mobile operator in the country. The company is held by Cheo Technology, a joint venture in which Orascom Telecom Media and Technology Holding (OTMT) holds a 75% share, with the remaining 25% owned by the state-owned Korea Post and Telecommunications Corporation (KPTC). OTMT, an Egypt-based corporation, was granted the license to establish a 3G mobile network in North Korea in January 2008. Koryolink initially covered Pyongyang, the capital city with a population of over two million, with plans for nationwide expansion. Despite the international sanctions imposed on North Korea at the time, OTMT proceeded with the venture. By 2015, the network had over three million subscribers and was profitable. However, the North Korean government refused to allow OTMT to repatriate profits and began a second carrier, Kangsong Net, to compete with Koryolink. As a result, OTMT reported losing control over Koryolink's activities. In 2018, OTMT was granted an exemption by the UN Security Council to continue Koryolink operations in North Korea.
