3G Network

Personal Paraguay launched its 3G network in 2008, initially providing services with speeds of up to 3.6 Mbps. The network was later upgraded to support 42 Mbps DC-HSPA+ technology in February 2012, enhancing the data transmission capabilities significantly. The 3G network primarily operated on the UMTS B2 (1900 MHz PCS) and B5 (850 MHz) frequency bands. As of the current date, there is no specific information available regarding the shutdown of the 3G network in Paraguay, but regional trends suggest that the phase-out process may be planned for the near future.

    4G Network

Personal Paraguay entered the 4G market with the commercial launch of its LTE network on February 8, 2013. The initial deployment utilised the refarmed 1900 MHz band 2 spectrum, focusing on data users in Asuncion and surrounding areas. The service was extended to smartphones on December 16, 2015, with LTE coverage expanding to over 50 locations by July 2016. The company utilised LTE band B2 (1900 MHz PCS) and added LTE Band 28 (700 MHz APT) in 2020. This addition leveraged the excellent propagation characteristics of Band 28, allowing for better signal penetration and wider geographic coverage with less infrastructure.

      5G Network

As of December 2024, Personal Paraguay has not yet launched a commercial 5G service. However, significant steps have been taken towards implementing 5G technology. The National Telecommunications Commission (CONATEL) updated the National Frequency Allocation Plan (PNAF) to accommodate 5G, reallocating frequency bands between 3300 MHz and 3700 MHz. In 2024, Paraguay planned to auction spectrum for 5G, aiming to cover half of its population by 2025. The auction process opened opportunities for international operators to enter the Paraguayan market, with licenses set for a five-year term. The focus remained on prioritising infrastructure deployment to support future 5G services.
