The "Lower" refers to its position within the 800 MHz spectrum, with frequencies less than the mid-band range. This band, with its solid coverage and good signal penetration, supports widespread mobile broadband services and IoT applications. The n18 band has been allocated by 3GPP in support of 5G networks in Japan.
