Expresso Senegal, a subsidiary of Expresso Telecom Group, launched its operations in Senegal in November 2007. The company was established as a "green field" operation, obtaining a universal license to operate as an ICT provider. Expresso Telecom Group is owned by Sudan's Sudatel Telecom Group, which holds a 75% stake in the company. The company initially launched commercial operations in January 2009, providing high-quality voice, fixed wireless, and high-speed data services over a CDMA network across Senegal. Expresso Senegal has been a key player in the implementation of the Africa Coast to Europe (ACE) submarine communications cable, with a landing in Dakar, Senegal's capital city. This infrastructure development aimed to enhance Expresso Senegal's capabilities in delivering superior telecommunications services.

Expresso Senegal obtained a 4G license in 2020, following a formal notice from the telecom regulator regarding insufficient investment in its network. The company initially announced the launch of its 4G services for March 31, 2020. However, the launch was delayed due to the COVID-19 pandemic and the state of emergency declared by the government. Despite these challenges, Expresso Senegal activated its 4G network on March 3, 2020, and began providing commercial services on March 31, 2020. The 4G network launch aimed to improve connection speed and reliability, positioning Expresso to compete with other operators like Sonatel and Free, which had already launched 4G services in Senegal.
