Movilnet, a Venezuelan telecommunications company, was established on May 19, 1992, as a subsidiary of the state-owned fixed-line operator CANTV. Initially, Movilnet operated under the AMPS technology, providing coverage in Caracas, Valencia, and other major cities in Venezuela. In 1996, the company modernised its network to TDMA technology, becoming the second operator in the country to offer digital services. In 2007, Movilnet was nationalised along with its parent company CANTV, and since then, it has been administered by the Venezuelan government. By 2019, Movilnet had become an autonomous entity, focusing on expanding its 3G and 4G networks.

The auction raised over US$ 728 million, exceeding initial estimates. Movilnet commercially launched its 4G LTE network on 22 January 2017 using AWS spectrum with 221 base stations across 1,700 locations. The initial coverage included several states, such as the Distrito Capital, Miranda, Carabobo, and Zulia. The 4G service was branded as 4GMAX, operating in the 1700/2100 MHz (AWS) band.
